I have installed 8.10 (several times) and there doesn't seem to be any way I can boot or run anything in terminal as 'root'. I want to run NetworkManager but guess what? Yup, root.
Any help would be appreciated.

You have tried the sudo command, right? ie: sudo synaptic
also sudo su- ?
