When I try to make a new topic there, I get this message:

Grant A., you do not have permission to access this page. This could be due to one of several reasons:

1. Your user account may not have sufficient privileges to access this page. Are you trying to edit someone else's post, access administrative features or some other privileged system? 2. If you are trying to post, the administrator may have disabled your account, or it may be awaiting activation.

While you can reply to existing topics, users cannot make new topics in Recurring Discussions. The goal is to *not* post a thread that you know occurs often, but to just have staff move threads that _do_ happen to appear often into that area.

Chances are the topic you want to post about already exists in that forum as well, give it a search.

It's working as designed. It's meant as a place to move certain types of discussions, not to start them. The rationale is that if a topic belongs there, there's probably already a few threads on it. ;)
