D-Pad wont work on old gameport game pad

I have an old game pad that I decided to hook up today and try. Everything works great in jscalibrator. Both axes work and all the buttons read, but three different emulators I've tried wont register the D-pad buttons.

GFCE Ultra, ZNES and ePSXe all will recognize buttons but nothing from the D-pad so I cant do anything with it. I've tried manually configuring it in each program but every time it gets to directional control assignment it does nothing when I press the appropriate button.

Is there something else I need to set up to get programs other than jscalibrator to work with my D-pad?

I also got ahold of an old Radio Shack game pad and get the same results. Buttons are fine but no D-pad support in my programs other than jscalibrator
