I've checked the activity on their launchpad account, and the activity over there seems to be incredibly muted:

Last commit about a week ago, and most commits very far apart. is the project dead?

Cairo-dock seems to be more active, but still not that much. http://www.cairo-dock.org/

What about telepathy, deskbar-applet, tracker, opensync, conduit and wine-doors? Are they all dead?

I wouldn't say it's dead. It's likely that the contributors have other things going on in their lives :)

That said, Launchpad states 34 commits by 3 people in the last month

If development has ceased for a year, I think it would be safe to assume that it's at least dying :)
