video playback semi-functional at best

I have a Toshiba Satellite A215 with and ATI Radeon x1200 graphics card. I'm running Ubuntu 8.10. I've gotten encrypted DVD playback to work... to a point. On VLC the video playback quality is kind of jumpy and on Totem it doesn't work at all about 70% of the time and when it does the video playback is so jumpy it's virtually unwatchable.

Any ideas? This is a make or break issue for me... I don;t own a TV or DVD player and all my movie watching takes place via the computer. If i can't get this working better I'm going to have to switch back to Windows.
