Hey guys I wanted to know what good programs are there to create a decent website, I waned to know the specific type of program and where can I find a tutorial on how to use it.

If you don't know how, or just don't want to, try Kompozer. I heard it's pretty good. I've used Kompozer pretty extensively in the past and I think it's great, though for some reason it's been very very unstable in Intrepid, while in Hardy it was rock solid.
Since then I've started designing more and more by hand, I typically use gedit for that.
Ubuntu is great for web design. I'm a web designer and developer and do all my websites in Ubuntu: I use these tools:
- Bluefish
- XAMPP
- WordPress
- Inkscape
- GIMP

Why so? I have been using Ubuntu for a year, and now only installed windows to play with CS4.
I have been working in Photoshop CS2, Flash CS2 for design. I have been using geany for coding the design and FileZilla for sending stuff to server.
And with that, I have been fulfilling all web design standards and requirements. I know Open Source does suck on the design part, but hey, there's wine!
And now that I am on windows, I am doung XAMMP, and Denwer for server - I hate servers under Windows! They replicate unix filesystem anyway. And I can't find any easy solution to turn my touchpad off while coding! And I am mighty afraid of viruses, that my passwords will be stolen.
What have been your reasons for moving back to Windows?
BTW, KDE appears to be head more mature than Gnome. Gnome has all necessary apps, but it's like KDE's smaller cousin =)

That depends on what kind of site you want and your knowledge level.
If it's very simple site with static pages and you know XHTML and CSS then just hand code it in any notepad like program like gedit. (or use Bluefish, kompozer, geany to help you structure your code)
If you don't know XHTML and CSS but want to learn check this out: http://html.net/tutorials/html/
If it's more advanced, like with dynamic pages, and you're not to comfortable with PHP, then use a Content Managing System to do it for you, many of these exist, like Wordpress (specialized for blogs), Joomla (allrounder but more difficult), phpbb3 (for forums). These don't require any knowledge of HTML, CSS or PHP so they are definitively the easiest way to go. Most of these come with the ability to install themes.
XHTML is a limiter if you ask me. :-|

Geez why don't you use Gimp instead of Photoshop CS2. Being sarcastic!!.:lolflag:
Just throwing in my two cents, I use DW under Wine, and and use Rapid PHP, heck any of the Blumentals editors are the best. Their integration of FTP seems to work better than any other editor I have tried, great for editing files on the fly. and when using a standalone FTP, been using FileZilla forever.

Ubuntu is great for web design. I'm a web designer and developer and do all my websites in Ubuntu: I use these tools:

I also use gFTP, Filezilla and Geany
Just hand code it in Vi/ EMACS/ whatever;)
Am working with joomla and with DW i have some extension that make life easier for templates. I also like Fireworks good and simple. There any way to make my job with windows?
I created http://stevecoonsphoto.com with Kompozer and Gimp.
Admittedly, I borrowed the CSS from a free template, because I don't know squat about CSS.
I use Inkscape - it a a great vector desing tool.
