No speedstep

In Ubuntu 5.10 my Toshiba M35-s456 with a Pentium M 1.7GHz processor doesn't seem to be using speedstep. In fact it is locked at 600Mhz all the time. In 5.4 speedstepping seemed to be working fine. In dmesg I see

speedstep-centrino: couldn't enable Enhanced SpeedStep

but other than that I do not know what to look for. I'm using kernel 2.6.12-10-386. Any pointers as to what to do or where to look would be appreciated.

OK, I'll do that eventually.

I tried booting XP and apparently the issue exist there also, so Ubuntu is probably not to blaim. I guess I have a hardware problem.
