I realize 95%+? of users keep their gnome panels in their default top/bottom positions. I don't and new user-switcher unlike most other items on the panel doesn't seem to have way to rotate it or a setting for vertical panels. Am I missing an option or something ? Is there any reason why this couldn't be fixed relatively easily it an update? Note- I'm not a programmer.

Right click your panel and choose "allow panel to be moved" and drag it to where you wish. :p
This could be fixed (the main menu and clock were in the past), but FUSA is probably nearing its end-of-life thanks to the new GDM (user switching is much better in 2.24.x, not in Ubuntu yet).
