You would be better off sending him / her a private message, rather than making it public. Also it's not a good idea to post your email address to the public. There are spam bots scraping email addresses from public web sites you know.
I'm not a lawyer, so I can't comment on this "issue" too much, except that it's a touchy issue.

You need to take your complaint to the Resolution Center where an admin will review it.
