Some popular threads are voted and got few beautiful roses. Those are given by forum Administrators?

#2

The moderators and administrators use it to rate threads for their usefulness.

Can only Mods/Admins do this?

I was under the impression that anybody could use the Rate Thread feature, though it may not be available in every section of the forum (like here in FF&H).

No it's just Mods/Admins. I'm not sure about loco mods et al.

I remember a bug (feature?) with the archive where anybody could rate threads though.

Gotta love the roses -- when you get a thread that is "rose" rated you know you are kicking butt!
