Think of it like this, a 4ghz machine is one car, that is rated to pull a weight of 2X, and is actually pulling a weight of 2X.
A dual core is when you have 2 cars each rated to pull a weight of X. They can work together to pull the weight of 2X if the people who made the weight put 2 towing hooks on it, your 2 cars can pull it just as well as the 4ghz car.
The dual core is better when you have 2 different weights. If you try to pull 2 weights with the 4ghz car, you can only have 1 weight connected to the 4ghz car at a time, even if the weight is only X.
Your 2 cars can beat the 4ghz car since the 4ghz constantly switches between the two weights, and the 2 cars just each pull one weight, no switching.
So long as they made the program/weight to support 2 cores/cars, it works just as well with one program, but is better for multiple programs than a single core.
IIRC I remember AMD was working on doing something in hardware to make the multiple cores act as one, but haven't heard about it for a while.
