Is there any way to let a window move above the top bar? Right now you can move the Window up to the top bar but not past it. Is it possible to do this? Thanks in advance. I know in Ubuntu theres a terminal code that allows this but it doesnt work in OSX obviously.

Normally, the only time I've seen a window under the top menu bar is if it's a glitch. Besides, why would you want to do this? If you could somehow manage to cover up the title bar of the window, you wouldn't be able to pull the darn thing down again or otherwise move it on the desktop.
In windows/linux you can hit a key combo to move the window if you cant grab the titlebar. In osx you cant do this, so getting a window back would be rather difficult.

You can alt click anywhere in a window to drag it. Now as for to why someone would want to do this, one example would be the situation I'm finding myself in now. I'm at my parents computer where I'm updating Ubuntu to Ibex. Now the screen is stuck at 640x480 and I can't see the bottom of windows (to click on buttons). So now I have to guess as to what is at the bottom and tab through options I can't see to try to get lucky.
In the old KDE (3.5 series) dragging windows above the top was by default. Pretty sure there is a way to enable the option to drag windows up above the top of the screen in gnome...
Try system-prefs-keyboard shortcuts and assign a 'move window' under windows management.
