i realize that zfs is yet to be completed, but upon completion would a version of ubuntu that utilizes this fs be possible? or would the effort involved outweigh the result?

Due to the license not being free enough it would have to run in user space which would defeat the main strength of ZFS. Anyway ZFS is really for servers I don't really understand why everyone wants it so bad.
