Hmm. When you say "static", I assume that you are talking about what I would call "snow".
Well snow to me is white (looking outside). I'm not seeing white, I see dark random lines, with color speckles all over. No sign of any pictures.
Maybe the correct input is not being selected? Do a "ivtvctl -n" in order to list the possible video inputs.
This is the output:
ioctl: VIDIOC_ENUMINPUT Input : 0 Name : Tuner Type : 0x00000001 Audioset: 0x00000003 Tuner : 0x00000000 Standard: 0x0000000000003000 ( NTSC ) Status : 0

Use "ivtvctl -l #" in order to set the video input to one of the numbers. Do this while you have an mplayer running, using /dev/video0 as the input to mplayer.
I tried 0-4, 0 produced the most "snow". The others stayed fairly black. If I disconnect the cable to the tuner I see no difference in the "snow" pattern.
You might also want to post the output between the START INIT IVTV and END INIT IVTV lines after typing "dmesg". I've seen it and didnt' see anything wrong, but perhaps someone else will.
