A language can have both a de jure standard and a de facto standard as long as the latter does not violate the former. In the case of GNU C++, the ISO standard is a subset of the de facto standard. There is no conflict at all.
In the case of Java, there is no de jure standard, and the de facto standard keeps changing with every release. Ask any full-time Java developer if he/she thinks that Java is a standardized language. You will hear a resounding No!
There have been both binary and source code incompatibilities in every Java release. If you don't believe me, take a look at these documents issued by Sun:

Sorry, but you guys really have no clue. And frankly, I don't believe that anyone of you has ever written a non-trivial application in Java. The level of stupidity you are displaying here is truly breathtaking.
