It would be awesome to have a Linux boot loader that looks like this:

There isn't any reason grub could not be something similar.

Unneeded resources for something as simple as a bootloader, IMO. But it does look cool.

I don't think so.

Text based interfaces "scare" people who are no so literate with computers. If you have a boot loader with pictures, those people would be more relaxed to pick the OS they want to.

Obviously, people that install linux on their machines don't have much problem in selecting the OS that they want using grub, but I have set up many systems for friends and family and something like this would be very good.

you would only really need the bootloader to show up for dual boot cases, aside that it should just be easy to unhide if you really need it.

Windows has the right idea here, also more and more distros are doing this, especially now that the focus is towards flickerfree fast boots.
