I saw that someone was running Ubuntu 9.10 Karmic Koala??? Is this true? and where can I get it?

Yes, it's not much different from Jaunty, though. This is because the developers haven't actually had a chance to do anything with it yet...So don't be surprised if everything seems the same. It's pre-alpha so I wouldn't recommend using it yet, but if you do want to upgrade you'll have to do it through update-manager AFAIK:

update-manager -d

Or just edit your sources.list and do an apt-get dist-upgrade.

Not much new there, though, yet, but there will be:
