Hiya
1) apt-build version 0.12.17 (from Dapper)
2) Not dependant on anything that not already available in Breezy
3) Why? Breezy version is buggy (segfaults)
I'm using the dapper version and it works, the breezy version does not (well...it works a bit, sometimes).
