What you have to do is open the ports used by your ftp software. What is the software you are using?

You should insert below to /etc/init.d/ubuntu_ce_firewall

modprobe ip_conntrack
modprobe ip_conntrack_ftp
iptables -A INPUT -p tcp --dport 21 -m state --state NEW,ESTABLISHED -j ACCEPT
iptables -A INPUT -p tcp --dport 20 -m state --state ESTABLISHED -j ACCEPT

May be I would open those ports by default to make it easy.
