Your best bet is to use Flickr, but make sure to use the advanced search option and check the boxes to filter your results to give CC and modification results.

how about using google image search, there are tons of images there for you to choose :D

or use the search box on creative commons org, tick both option boxes for 'commercial' and 'modify'purposes: http://search.creativecommons.org/
In all cases check individual license as results are always a mixed bag of CC and royalty-free but NOT CC.
