Shut-down options Not Accessible With Orca?

I can locate an option to log out on the notification panel, but I can't use Orca's flat review mode to access and click on it. When I try to use control-alt-delete, Orca unloads before any options for shutting down are spoken. I heard them once, but I suspect that I was running Orca in root on that occasion.

Is there any way to add that notification icon to one of the menus? Any other accessibility possibilities?

To the top right corner of the gnome panel there's the applet with your name on it, remove it from the panel and the log out and shut down options appear in the menu bar's system menu.

But how will someone who's blind don't know how to remove the (Your Name) applet from the GNOME panel?
