Ubuntu official repos do have GTK+3 (3.0.8 ) at the moment.

However GTK 3.1.2 was released last month and GTK 3.1.4 two days ago: http://mail.gnome.org/archives/gnome-announce-list/2011-May/msg00011.html

The new GTK 3.2 will be released on September 2011.

Right, the odd number releases (like 3.1, 3.3 etc.) are development releases so that's why they are not in Natty, but GTK+ 3.2 & Gnome 3.2 will be in Oneiric. By the way at this time, I don't believe we plan to ship the 3.1.* versions in the Natty Gnome 3 PPA, just the 3.0.* updates.

In fact, that's why Ubuntu releases when they do, just long enough after Gnome's 6-month release cycle to finish polishing things up and ship.
