yes, the LiveCD is the best way to do it. It has many tools to format all types of partitions

What do you mean? If you are using ext3 now, that is extended and a very very reliable. If you're trying to mount an ext3 on Mac OSX there is a program that will do it. Unfortunately the name illudes me.
Also, what about lilo and refit? Do those need to be removed as well (if so, how?)
Pudding and crumbs. lilo lies on ubuntu, u erase that... rEFIt is a bootloader. If you plan to install another OS you'd better save it.
Now a little sage dapping. I spend tons of time installing a new OS just to have the settings as I need it. Anything you want to have vaulted?
