Which is the fastest way to look for help for a beginner ? Is it absolute beginners talk, beginner's groups ? Is there any IRC channel available for beginners ?

The beginner's talk forums is well patrolled...you can also jump into the ubuntu IRC channels and get all types of help. Sometimes, it takes some research to figure out a problem...so you may be able to quickly posit a question, but not get a quick answer.
Official ubuntu irc channel is a good way to get help but the user's who hangs out there are of completely different level. Is there any irc channels for the dummies to hang around :P ?

The Ubuntuforums-beginners chat is a good place for dummies to hang around, myself included. :lolflag:
It's not the largest channel, perhaps a bit quiet depending on who's around, but generally I find people to be very friendly there. And of course as mentioned before, googling and the Absolute Beginner's Forum is a great place to go for help.
