What is the best and easiest all around video editing program available for Ubuntu 7.04?

kdenlive is probably your best bet. It's fairly easy to use, and has features comperable to other video editing applications. It's not stable yet though, for me it crashes when importing very specific types of video, but otherwise it's a good program. It's available in the universe repositories.

Will this work even though I am using the GNOME enviroment. I dont see it in Synaptic.

It comes along with PiTiVi, Kino and Cinepaint. Maybe that helps for your needs...

I have looked at that, but it comes with alot of stuf that I don't need. Dont want the cluter.

Yes, KDE applications will run in GNOME, it will probably have to install some libraries, but it will work.
You probably don't see it in synaptic because you don't have the universe repositories enabled.
