Writing a udev rule for a USB device, I need to change permissions.

I did a search in the Ubuntu Help Center and I found the section entitled "Writing udev rules".

This seems powerful, but I have no idea how to start. I need help writing a udev rule for a USB device, I need to change permissions for my supported Cannon Pixma MP460.
