To start with, do you have a launchpad account?
What is Launchpad?
Well, Launchpad is a website where you can get softwares, report bugs, develop and upload your own programs, answer/ask questions about GNU/Linux. https://launchpad.net/
Register for launchpad by clicking the top right Log In/Register link. You will have to provide your email address and a confirmation email would be sent to you. You have to check your email and reply to the confirmation email to finalize the launchpad registration. Please do this much and reply here. :)

No worries.. I did it for you.. LOL. Do you hang around on IRC? If not, then open pidgin and create a new account for IRC protocol. Add your Nick (whatever you like) and then follow the HOWTO: Register an IRC nick in the Delhi Team sticky.

Hi everyone... Im from Chandigarh...cant see much enthusiasts here(Chandigarh), thats why thought of joining Delhi LoCo. My home is in Meerut, it is 65-70km from Delhi. Hope to see you all in Delhi on meetups:). Well...i cant really access IRC as it is blocked by some wicked people.
